NEW DELHI,On: 14 OCT 2025 In a significant move to formalize and upskill the construction workforce, the Dattopant Thengadi National Board for Workers Education & Development (DTNBWED) has entered into a strategic partnership with the Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCWWB). A Memorandum of Understanding (MoU) was formally signed to implement a large-scale Recognition of Prior Learning (RPL) program for registered construction workers across Uttar Pradesh.

The agreement, signed by Col. Neeraj Sharma, Director General of DTNBWED, and Ms. Pooja Yadav, IAS, Secretary of UPBOCWWB, was witnessed by senior officials including Ms. Vandana Gurnani, Secretary of the Ministry of Labour & Employment, underscoring the initiative’s national importance.

Phased Implementation for State-Wide Impact

The Government-to-Government partnership designates DTNBWED as the Project Implementation Agency for a massive skilling drive. The program will be rolled out in phases:

  • Phase 1: 100,000 registered workers across 7 districts.
  • Subsequent Phases: Expansion to cover 200,000 workers across the entire state.

Structured Training with Direct Wage Loss Compensation

The initiative features a structured 120-hour training program designed to align workers’ existing skills with National Council for Vocational Education and Training (NCVET) standards, culminating in assessment and certification. A key welfare component ensures that wage loss compensation will be transferred directly to the bank accounts of workers upon successful completion, providing a crucial financial safety net that incentivizes participation.

Technology-Driven Transparency and Monitoring

DTNBWED will leverage its official training partners to mobilize workers and ensure efficient implementation. The process will be supported by robust technological measures, including:

  • Fast-track registration.
  • On-site and camp-based training.
  • Computer-based biometric attendance.
  • A live digital dashboard integrated with UPBOCWWB for real-time transparency.

Joint oversight mechanisms, including spot checks and periodic reviews by senior officials, will be instituted for rigorous monitoring and impact assessment.

This collaboration marks a milestone in converging skill development with social security for the unorganized sector, aiming to enhance the employability, dignity, and welfare of lakhs of construction workers in Uttar Pradesh.
