MANILA, October 20, 2025 – In a significant step towards strengthening international cooperation in skill development and labour mobility,
Union Minister of State (Independent Charge) for Skill Development & Entrepreneurship and Education, Shri Jayant Chaudhary, is leading a
high-level Knowledge Exchange Mission to the Philippines from October 20–22, 2025.

Facilitated by the World Bank, the delegation includes senior officials from the Ministry of Skill Development & Entrepreneurship (MSDE) and
representatives from the states of Uttar Pradesh, Madhya Pradesh, Rajasthan, and Telangana.
Focus on Institutional Collaboration and Best Practices

The three-day mission features strategic engagements with key Philippine institutions, including:

  • Department of Migrant Workers (DMW)
  • Technical Education and Skills Development Authority (TESDA)
  • Philippine Statistics Authority (PSA)
  • Overseas Workers Welfare Administration (OWWA)

These dialogues are designed to facilitate knowledge sharing in critical areas such as:

  • Skills development and vocational training frameworks
  • Safe and orderly labour mobility
  • Data-driven policy formulation for employment
  • Welfare mechanisms for overseas workers

Strengthening Global South Partnerships

The visit underscores a shared commitment among Global South nations to collaborate on human capital development. By exchanging best practices and

institutional experiences, India and the Philippines aim to create robust pathways for equitable and sustainable growth through skills and
entrepreneurship.

This initiative also aligns with India’s broader efforts to enhance the employability and global mobility of its workforce while ensuring their
protection and welfare abroad.

Implications for India’s Skilling Ecosystem

For India’s labour and skilling landscape, this mission holds significant potential. Learning from the Philippines’ established mechanisms for overseas
employment and technical skills development can inform more responsive policies and training programs in India — particularly in states with high migrant
worker populations.
