NEW DELHI,17-10-2025 – The Ministry of Skill Development and Entrepreneurship (MSDE) has made substantial headway under the Government of India’s
Special Campaign 5.0, a month-long nationwide cleanliness and efficiency drive being observed from 2nd to 31st October 2025.
The campaign, steered by the Department of Administrative Reforms and Public Grievances (DARPG), emphasizes not only office cleanliness but also efficient
record management, disposal of pending references, and systematic e-waste management in line with the E-Waste Management Rules, 2022.
Preparatory Phase Sets the Tone
Ahead of the campaign’s launch, a virtual meeting was chaired by Shri M. Subramanian, Joint Secretary, with nodal officers from all MSDE institutions
to outline the campaign’s objectives. Key focus areas included:
- Identification of cleanliness sites
- Review and weeding out of old files
- Disposal of pending public grievances, MP references, and inter-ministerial communications
- Promotion of waste-to-wealth initiatives
A dedicated workshop was also organized in collaboration with the National Archives of India to sensitize officers on systematic record management.
Mid-Campaign Progress Highlights (as on 16th October 2025)
As part of the ongoing campaign, MSDE has reported impressive outcomes:
- 79% of Public Grievance cases disposed of
- 634 old files reviewed and weeded out — achieving 51% of the file management target
- 1,900 cleanliness target units transformed across offices and field units
Daily progress is being tracked and uploaded via the SCDPM portal, with ‘before’ and ‘after’ documentation to ensure transparency and accountability.

Special Campaign 5.0 reinforces the government’s commitment to creating a clean, responsive, and efficient administrative ecosystem. By addressing
long-pending grievances and streamlining office spaces and digital and physical records, MSDE is enhancing its operational effectiveness and service
delivery — particularly crucial for millions of skill seekers, training partners, and ITI students.
The Ministry has expressed confidence in resolving all identified pending matters well before the campaign’s closing date of 31st October 2025.
